New Models for Journalism and Communication In Transitional Countries:

New State Intervention In Media Policy , The case of Algeria

This paper proposal is about new models for journalism and mass communication in the transitional counties, called before the fall of Communism, “Third World Countries”.

            Those models are slowly, but surely, taking place to modify the old communist model of mass media and to replace and overcome, the liberal models  became universal, thus global paradigms for media studies and practice.

Most of the transitional countries, in Arab and Muslim world, in Africa, and in some  of south American and Asian countries, have been trying to build up media models apt to save the ruling communities  interests and formerly express their conduct to respect democracy and human rights in conformity with universal principles governing the media uses and practices.

Algeria as a transitional, an Arab, a Muslim and an African country, may best represent the developing countries using the media as means of governance and before that as tools to reach power and stay in it.

 During the two last decades, the Algerian media, especially the written press, legally liberated from the state direct control, face fast operations of press corporations dissolution and of imprisonment of journalists. The Audio-visual media, TV and radio, still under the monopole of the government who strongly still believes in the Old hypodermic theory of the press.

Despite a little bit liberal law on the press established in 1990’s, the government continue to collect, product, decimate and sell its own press and refuse to open radio and television to private initiative; and continue the monopole of advertising to control the independent press
